Senate Bill 78 (Act No. 125) - State Children's Health Insurance Program.

bulletCreates the Louisiana Children’s Health Insurance Program (LaCHIP) for children whose family income does not exceed 200% of the federal poverty level. bulletDesignates the Dept. of Health and Hospitals as the sole agent in the administration of funding. bulletExpands Medicaid eligibility for children, birth through age 19, whose family income is below 133% of the federal poverty level. Implementation begins November 1998. bulletRequires DHH to establish an interagency agreement with the Dept. of Insurance by 12/1/98 to administer any private health insurance model. bulletRequires the Children’s Health Insurance Program Task Force (created by Executive Order) to study expanding LaCHIP for children whose family income is between 133% and 200% of the federal poverty level. bulletCreates the Children’s Health Insurance Trust Fund and places up to $10 million per year from the June 1997 Attorneys General Tobacco Settlement Agreement in the fund to support insurance coverage under LaCHIP. bulletEffective May 5, 1998.
